Angus Bike Chain Cycling Club

Founded December 1978 (as Carnoustie Cycling Club)

1. TITLE
The organisation will be called the ANGUS BIKE CHAIN CYCLING CLUB, hereafter known as “The Club”.
2. OBJECT
The object of the club is to participate in and encourage all aspects of the sport of cycling.

To make both the club and the sport available to every club member and to assist them achieve levels of attainment that they might not have reached otherwise
3. AFFILIATION
The Club will affiliate to the BRITISH CYCLING FEDERATION (BCF) through the SCOTTISH CYCLIST’S UNION (SCU) each year and abide by their rules and regulations.

The Club will affiliate to the DUNDEE CENTRE CYCLING ASSOCIATION each year. The DUNDEE CENTRE will be defined by the SCU

The Club will affiliate to any other national or local body as directed by the majority vote of the members.

The Club will register it’s colours and design with the SCU. The present colours are red body, a white vertical stripe on each side of the red body, black sides, two black stripes on awhite panel down length of sleeves.

New colours may be registered as directed by a majority vote of the members and acceptance by the SCU.
4. MEMBERSHIP
Club membership is open to any person wishing to join the club. Membership applications shall be in writing and shall be considered by committee. No membership shall be refused on other than reasonable grounds. As per the Scottish Cycling Code of Conduct there will be no discrimination against any person wishing to join the club on any grounds, whether it be race, colour, gender, marital status, sexuality, age, disability, occupation, religion or political persuasion.

The club will have two levels of membership:

FULL – This membership is available to any person over the age of their twelfth birthday.

ASSOCIATE – This membership is available to anyone under the age of twelve wishing to join the club.

Annual membership fees will be decided at each Annual General Meeting.

By joining, members agree to abide by the Scottish Cycling Code of Conduct for member clubs and individual members. A copy of the SC Code of Conduct can be obtained from the Club secretary.

Any member is liable to expulsion for conduct which in the view of the committee is against the interest, aims or Constitution of the Club. The decision of the committee and their findings will be communicated in writing to the member concerned.
5. COMMITTEE
Day to day affairs of the club will be dealt with by a committee consisting of the President, Secretary and Treasurer. These positions will be elected on an annual basis at the Annual General Meeting by the majority vote of the Club members.

The committee shall meet regularly and a quorum shall be 4. No policy requiring significant expenditure shall be embarked upon without the approval of the committee.
6. DUTIES OF CLUB OFFICIALS
6.1 PRESIDENT.
The President shall conduct all meetings of the Club. The rules of debate shall be in accordance with SCU rules for this purpose.

The President shall have a casting vote only.

The President may, if required, vacate the chair to move or second a motion. He shall not, however, reoccupy the chair until that part of the business is completed.
6.2 TREASURER.
The Treasurer shall be required to maintain a true and accurate account of all club finances. The Treasurer shall be allowed cash in hand of £100 and shall be responsible for keeping the club bank account. The club bank book shall be held by the Treasurer, who shall require in addition to his own signature, that of either the President or Secretary to sanction any withdrawal.

The club financial year shall end on the 30th day of October. The Treasurer shall be required to present the club books and balance sheet for audit within 10 days of this date.

The Treasurer shall be required to (if requested by the committee) present the books for checking within 10 days of any such request.
6.3 SECRETARY.
The Secretary shall be required to attend to all club correspondence of a general nature.

The Secretary shall keep a true minute of all club meetings.

The Secretary shall be responsible for keeping a record of all members performances in all events (open or confined) for club championships.
6.4 SOCIAL ORGANISER.
The Social Organiser shall be responsible for organising all social functions including the club presentation.
6.5 ASSISTANT SOCIAL ORGANISER.
Shall assist the Social Organiser
6.6 DELEGATES.
The delegates to represent the club and SCU and District meetings shall be the Secretary and one other elected member. In a case where the club is entitled to have more than two votes at the SCU AGM then a third member may attend as a delegate on the club’s behalf.

Reasonable expenses shall be re-imbursed to the delegates for necessary travel and refreshment at the SCU Annual General Meeting.
6.7 AUDITOR.
An Auditor shall be elected to audit all books, statements and balance sheets submitted by the Treasurer.
7. AGM AND MEETINGS
The club Annual General Meeting (AGM) shall be held before the end of November.
7.1
Club officials and delegates shall be elected at the AGM. The term of office shall be for one year. Officials may be re-elected for a further term of office.
7.2
The rules and constitution of the club can be amended at the AGM or at a Special General Meeting convened for this purpose. No alteration can be made without a 2/3rd majority of the members at the AGM.
7.3
Additions, amendments or alterations to the Constitution and Rules, for consideration at an AGM shall be handed to the Secretary, in writing, not less than 14 days before the AGM.
7.4
Notice in writing to the Secretary, stating the reason and signed by five members of the Club shall be required to call a Special General Meeting. The meeting will be held within 15 days of receipt of such notice.
7.5
Any matter not dealt with in these rules and constitution shall be dealt with by the committee whose decision shall be final.
